Service Procedures of Water, Power and Gas Supply for Enterprises

The following materials are needed: ①the application; ②the enterprise’s authorization letter to responsible person and copy of responsible person’s ID card; ③organization registration code certificate; ④the project’s site plan and the related materials of water supply design scheme; ⑤ reporting water consumption plan; ⑥for the newly constructed high-rise buildings, the courtyard pipelines behind the general water meter in Water Treatment Company must be ductile iron pipes; the meters of water users in the high floors must be installed outside the house; indoor pipes must match the national standards; the as-built drawing must be submitted to Water Treatment Company; ⑦ for users who adopt compression system to supply water, their equipment selection and compression scheme must be approved by Water Treatment Company. The following procedures should refer to the above "Situation 1”.

II. Power Application and Installation

1. Power Application and Installation for Temporary Use

According to the power load demand of enterprises in the Zone, the temporary power application and  installation  can be made in two ways: ① For the enterprise whose power is supplied by the temporary infrastructure transformer built in Xiangtan ETDZ and whose power load is below 100KW (except large pile drivers), it should present an application in written form and pay 200yuan/KW as power charge to Economic Construction Investment Company of Xiangtan ETDZ in advance. Then Construction Administration Bureau of Xiangtan CBZ arranges construction workers to connect the demanded lines to the red line nearest to the enterprise and install a set of switch meter box. ②For the enterprise whose power load exceeds 100KW, Xiangtan ETDZ will provide 10KV power to the red line nearest to the enterprise, then the enterprise should directly go to Xiangtan Electric Power Bureau to apply for temporary power use. When the project construction is over, the temporary-used transformer can be converted for permanent power use.

2. Power Application and Installation Procedures for Permanent Use

(1) If a temporary infrastructure transformer is converted to a permanent one, the enterprises should provide :

① power application; ② authorization letter of legal person; ③responsible person’s ID card; ④ legal person’s ID card; ⑤legal person’s representative certificate; ⑥organization registration code certificate; ⑦accounts permits; ⑧ business license; ⑨tax registration certificate; ⑩project approval;  ⑪load list  ⑫land red line chart（stamped with the official seal of Planning Department ）

(2) The needed materials for  application and installation of public transformer in real estate communities:

 Besides those materials enterprises for the conversion of a temporary infrastructure transformer  to a permanent one, the real estate community should provide certificate of free transfer of assets; building area, number of floors and households should be included in the load list; state clear whether there is high-rise building elevator; state clear main electric equipment, load type, and applied capacity.

Permanent transformer users need to provide 5 copies of the above materials; real estate users provide 1 copy. All the copies need to be stamped with the related enterprises’ official seals. When the materials have been prepared, users can go on to deal with the application and installation procedures needed in Xiangtan Electric Power Bureau (Address: the business hall on the first floor of the office building of Xiangtan Electric Power Bureau, Hedong Avenue)

(3)High-voltage Power Application and Installation Procedures in Xiangtan Electric Power Bureau

①business acceptance →②power site survey →③making and replying power supply scheme→④ confirming and charging business expenses→⑤ verifying the design of the power supply project →⑥ intermediate inspection of the power supply project (drafting and negotiating power supply contract)→⑦check upon completion of the power supply project→⑧ signing power supply contract→⑨ installing metering device→⑩ power transmission（all the procedures can be finished within around 3 months）

III. Gas Application and Installation

Users submit gas application to Construction Administration Bureau in Xiangtan CBZ. After the application is approved by Construction Administration Bureau, the staff will accompany the users to the gas company (there are two gas supplier with franchise in Xiangtan ETDZ, namely the Xiangtan ENN Energy Company and Xiangtan Petro China Kunlun Gas Co., Ltd.) to deal with the following procedures.

1. Users submit gas application  to gas company (including project name, contact person, telephone number, address, gas appliances and their parameters, gas property, gas using time).

2. The gas company sends designers to make site survey.

3. Designers of the gas company make the design scheme, and the market department (budget office) makes the construction budget and quotes price according to the design scheme and materials list.

4. Negotiate and sign contract.

5. After the contract is signed, the construction plan chart is designed and then the construction begins.

6. Check and accept the project when it’s finished.

7. Users submit application and Xiangtan Gas Management Office checks and accepts the gas appliances.

8. After passing the acceptance inspection, users will be informed by the marketing department of gas company to handle the card-buying procedure (signing gas supply agreement), then make an appointment with the gas staff from operation department of the gas company to deliver gas and test whether the gas is available.

(Notes：Construction acceptance registration must be settled before the procedures of water, power and gas supply.）
