On January 9, Xiangtan CBZ held the 2021 theory-discussing meeting to review and summarize the year 2020 and make plans for 2021. Xiao Junping, Secretary of Party Working Committee and Director of Management Committee of Xiangtan CBZ, presided over the meeting, and all leaders, and the chief and deputy directors of various departments and Xiangtan Comprehensive Bonded Zone Development and Investment Co. Ltd. attended the meeting.
The first agenda of the meeting was to convey and learn the spirit of the ninth plenary meeting of the fifteenth session of Xiangtan Municipal Government, followed by the speeches made by participants, in which participants had candid exchanges, spoke out freely, and made suggestions and advice. The meeting deeply analyzed the shortcomings and difficulties existing in the work, and further clarified the work ideas and goals for 2021. Leaders from the CBZ delivered speeches and expressed their insights on the development priorities and measures.
Mr. Xiao made a comprehensive review on the achievements of the past year, objectively analyzed the current difficulties and problems, and specified requirements for the work in 2021.
Opinions on Work Done in 2020
Mr. Xiao remarked that the year 2020 was an extraordinary year for Xiangtan CBZ, and also a year of transformation and upgrading. Under the correct leadership of the Municipal Party Committee and Municipal Government, Xiangtan CBZ thoroughly implemented the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth and fifth plenary sessions of the 19th CPC Central Committee. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Xiangtan CBZ earnestly implemented the spirit of the economic work conference of the Municipal Party Committee and Municipal Government and the work plans of the Municipal Government’s work report, strived to overcome the COVID-19 and other adverse factors, and implemented the requirements of ensuring six stabilities and six guarantees. Xiangtan CBZ attached equal importance to epidemic prevention and control and economic development, achieving steady progress in major economic indicators, breakthroughs in investment introduction, notable results in project construction, improved and upgraded business environment, in-depth reform and innovation, and a good momentum for overall development.
How to Work in 2021
Mr. Xiao stressed that the 14th Five-Year Plan is the first five-year period for China to link up the Two Centennial Goals and embark on a new journey of building a great modern socialist country in all respects. It is also a critical five-year period for the CBZ to realize the “four new situations” and accelerate its construction and development. Standing at the new starting point of the 14th Five-Year Plan, it is of great practical significance to make a good plan for the 14th Five-Year Plan and the work in 2021. Xiangtan CBZ should have a deep understanding of the external situation, development trends, opportunities and challenges, face changes with a calm attitude, understand the new requirements of the new stage of development with dialectical thinking, accurately identify changes, actively respond to changes, and actively plan for changes, so as to find the right direction and starting point for the development of the 14th Five-Year Plan. The CBZ should firmly implement the decisions and arrangements of the Central Committee and the Provincial Party Committee, resolutely implement the work requirements of the Municipal Party Committee and Municipal Government, keep the “bottom line” of all work, and work with an active attitude and responsibility. The priority for 2021 is to find strategic positioning and make every effort to build “One Zone and One Base”. Xiangtan CBZ should formulate work objectives in a scientific manner and strive to rank top among the national customs special supervision areas. Emphasis should be given to the preparation of special policies for industrial development in the CBZ, the introduction of a number of leading enterprises, the establishment of a number of internal platforms, the strengthening of a SOE platform, the establishment of a professional and dedicated talent team, and the formation of a set of pragmatic and innovative systems and mechanisms. Xiangtan CBZ should implement measures to develop industries, steadily promote cross-border e-commerce, expand and strengthen Xiangtan Comprehensive Bonded Zone Development and Investment Co. Ltd., and improve the functions of the platform. According to the development requirements of municipal Party Committee and municipal government, the CBZ should achieve a new breakthrough of industrial development, a new pattern of opening up and integration, a new layout of cross-border e-commerce, and a new situation of inland reform and opening up, as well as rank among B class of special supervision area of national customs.

Promote a new breakthrough of industrial development
Xiangtan CBZ should form industry clusters, and promote the high-level opening up and high-quality development of export-oriented economy by establishing featured industrial parks and internal platforms. Great efforts should be made to implement “30 Billion Mark” industrial development plan. The first step of the plan is to develop the big toy industry. Make joint efforts to build a big toy industry chain integrating children’s toys, adult toys and animation, games and related two-dimensional elements, and strive to form a big toy industry cluster with more than 20 qualified enterprises and output value of more than RMB20 billion by the end of the 14th Five-Year period. The second step is to develop the medical device industry with joint efforts. Strengthen the linkage with the Development Zone, actively develop the import and export business of medical devices, and spare no effort to introduce medical device research and development enterprises to the CBZ leveraging the Hunan Medical Device Industrial Park. The output value of the medical device industry is expected to reached more than RMB 5 billion, with more than 10 new qualified enterprises and 5 new high-tech enterprises by the end of the 14th Five-Year period. The third step is to facilitate the development of electronic information industry. It is planned to build an electronic information industrial park. Introduce upstream and downstream supporting enterprises around the leading electronic information enterprises, such as Lens Technology and Power Leader. The output value of the electronic information industry is expected to reached more than RMB 5 billion, with more than 10 new qualified enterprises by the end of the 14th Five-Year period.
Facilitate a new pattern of opening up and integration
The linkage and integration between the inside and outside of the network and the city should be further improved. It is required to strengthen the linkage with Changsha Airport Economic Demonstration Zone and Jinxia Bonded Logistics Center, connect with Changsha Huanghua Airport air cargo routes, Hunan-Europe express freight trains, Hong Kong-Hunan direct trains, Jinxia Port and other logistics and freight platforms, and keep the international and domestic logistics channels unblocked. It is essential to realize the integration and linkage of the CBZ, Economic Development Zone, High-Tech Zone and other parks in the city, and to provide a solid platform support for the development of export-oriented economy and cross-border e-commerce of all parks in the city. In addition, efforts should be made to further promote the integrated development of the Economic Development Zone and the CBZ, and further boost the coordination of planning, policy, investment introduction, industry, and supporting service, to form the integrated operation and linked development of the two zones.
Boost a new layout of cross-border e-commerce
It is necessary to give full play to the advantages of the CBZ, expand and strengthen existing processing trade, general trade, international trade and other industries, and continue to expand new businesses, especially cross-border e-commerce business. The cross-border e-commerce service platforms should be improved to realize a one-stop fast customs clearance service system for imports and exports integrating 9610, 1210, 9710 and 9810. It is required to introduce a number of cross-border e-commerce enterprises accurately targeting at Hangzhou, Shenzhen and other cross-border e-commerce pilot zones, accelerate the construction of cross-border e-commerce industry incubation, industrial cluster base and cross-border e-commerce industrial park, and promote the city’s cross-border e-commerce industry cluster. It is planned to organize and implement a series of activities of “Cross-Border Xiangtan” with the CBZ as the main body, and incubate a number of cross-border e-commerce enterprises. The import and export volume of the cross-border e-commerce industry is expected to reached more than USD1 billion, with more than 5 new qualified enterprises by the end of the 14th Five-Year period.
Create a new situation of inland reform and opening up
Xiangtan CBZ, as an important platform for the open economy, should constantly increase its functions. It needs to promote the implementation of the reform and policy measures stipulated in Opinions on Promoting High-level Opening Up and High-quality Development of Comprehensive Bonded Zones issued by the State Council, actively develop new business forms, such as bonded research and development, bonded maintenance and bonded testing, and constantly improve the open platform functions of the CBZ. Xiangtan CBZ should copy and promote the experience of pilot free trade zones, continue to promote regional comprehensive innovation, create a trade and investment facilitation environment in accordance with international and legal standards, and strive to be successfully included in the Changsha region of Hunan Free Trade Zone during the 14th Five-Year Plan period. It is essential to actively establish a normalized mechanism of linked development with Xiangjiang New District, give full play to the policy advantages of the CBZ, link the high-end manufacturing of Xiangjiang New District, strengthen the processing trade in the CBZ, optimize the industrial structure, and build a cross-border distribution center by the “bonded + intelligent manufacturing”, “bonded + innovative R&D”, “bonded + cross-border e-commerce” modes.
