Officially approved by the State Council to be established in September 2013, Comprehensive Bonded Zone of Xiangtan covers a planning area of 3.12 square kilometers, among which the construction area of Phase I is 1.62 square kilometers. It has opened the international airlines from Changsha to Japan, South Korea & Thailand and regional airlines to Taiwan and Hong Kong areas. Meanwhile, it has opened the “code-sharing” international flights to 7 countries in America, Europe and Australia. （Land transportation） Main railway lines as Beijing-Guangzhou, Hunan-Guizhou and Hunan-Guangxi join here, Beijing-Guangzhou & Shanghai-Kunming high-speed railways go through it and Xiangtan Northern Station of Shanghai-Kunming High-speed Railway is only 1 kilometer away from the Comprehensive Bonded Zone. There are multiple high-speed railway lines as Beijing-Hong Kong- Macao, Shanghai-Ruili, Western Changsha-Xiangtan and Yueyang-Linwu. Under construction are intercity fast tracks such as Jiuhua Avenue and Xiangjiang River Scenery Belt which are going to realize the seamless connection with Changsha, Capital of Hunan Province. (Water transportation) Hunan Province has 11968 kilometers of waterway mileage, ranking the third in the country. The four big water systems including Xiangjiang River, Zijiang River, Yuanjiang River and Lishui River flow through the whole province. In respect of the tax policy, the imported equipments of Comprehensive Bonded Zone are exempt from import tariffs and import linkage taxes and the imported goods are under bond while they enter the zone. In addition, while entering the zone, the goods from domestic China are regarded as exported goods and the export rebate is implemented and the goods deals among the enterprises in the zone are exempt from value-added tax and consumption duty. In respect of the trade control, except as otherwise provided by the laws, administrative regulations and rules, the import-export quotas and permits management are not implemented on the goods imported and exported among China and foreign countries. In respect of bonded supervision, storage limits are not set on the bonded storage goods inside the zone, the bank guarantee standing book management is not implemented on the processing enterprises inside the zone and goods are able to flow freely among enterprises inside the zone. In respect of foreign currency policy, the inbound and outbound goods need not go through foreign currency formalities and the goods getting in and out of the zone are able to be settled with foreign currencies or RMB.
Here, there are complete supporting facilities and low costs of all kinds, so it is a happy place for merchant placement and intimity. Outside Comprehensive Bonded Zone of Xiangtan, 3.1 million square meters of commercial residential building has been built with about 2.2 million square meters under construction and housing prices lower than those of most inland cities; Outside the main toll-gate of Comprehensive Bonded Zone, an economic service area is about to be built to satisfy the office, catering, exhibition, living and entertainment needs; Wireless WIFI has covered the whole zone; Within 20-kilometer radiating area, there are over 10 five-star and high-star hotels including MGM Grand, Huatian and Paragon, over 20 business(shopping)centers including Bubugao, Wanda and Outlets and over 10 cinemas as Wanda, Hengdian and Zuoan; There are needed facilities of every kind as Songqingling International Kindergarten, Heping Primary School, Yali Middle School, Jiuhua Middle School, three-level-first-class hospitals, Jiuhua Lake Moral Culture Park, Xinglong Lake Ecological Park and Red Star Macalline International Household Building Material Square. In accordance with the stipulation of the document Notice on the Permission of Tax Refund for Water, Electricity & Gas Consumed in Export Processing Zones by State Administration of Taxation, inside Comprehensive Bonded Zone of Xiangtan the prices are those after tax refunding and the tax refunding rates of water, electricity & gas are all 13%. With the industrial gas as an example, outside Comprehensive Bonded Zone, the price is 3.88 Yuan/ m³ and inside Comprehensive Zone, the price is 3.43 Yuan/ m³.
