Following the introduction of 21 new policies of the State Council -- "Several Opinions on Promoting the High-level Opening and High-quality Development of Comprehensive Bonded Zones", Xiangtan Comprehensive Bonded Zone has ushered in good news for development. On November 10, the three cities such as Changsha, Zhuzhou and Xiangtan signed the Action Plan for the Integrated Development of Changsha-Zhuzhou-Xiangtan City Cluster (2019-2020). The document clearly states that it is necessary to promote the integration of comprehensive bonded platforms. Tri-city Comprehensive Bonded Zone (bonded logistics center) shares port qualifications for imported drugs, fresh raw materials, etc.; expands the application scope of the “General Taxpayer Qualification Pilot” policy in Changsha Comprehensive Bonded Zone to the special customs supervision areas of Xiangtan and Zhuzhou. The application scope of Changsha comprehensive test zone of cross-border e-commerce policy has been extended to Xiangtan Comprehensive Bonded Zone and Zhuzhou Tongtangwan Bonded Logistics Center (Type B). The special customs supervision areas of the three cities can develop cross-border e-commerce import under “1210” mode.
Xiangtan Comprehensive Bonded Zone, as the first comprehensive bonded zone in Changsha, Zhuzhou and Xiangtan, has always adhered to serving enterprises as its foundation and actively improved the park platform qualification. The specific content of the "Changsha-Zhuzhou-Xiangtan City Cluster Integrated Development Action Plan (2019-2020)" to promote the integration of comprehensive bonded platforms is the focus of the work planning and implementation of Xiangtan Comprehensive Bonded Zone. Since the beginning of this year, the State Council and the provincial governments have issued documents proposing VAT general taxpayer qualification pilots in comprehensive bonded areas. Xiangtan Comprehensive Bonded Zone quickly carried out a thorough investigation in the Zone and sorted out a list of the enterprises that did have a pilot demand. With this list as the basis, Xiangtan Comprehensive Bonded Zone reported to the Municipal People's Government for instructions. The Municipal People's Government immediately led the establishment of the leading group for VAT general taxpayer qualification pilot in Xiangtan Comprehensive Bonded Zone, to arrange the pilot application and relevant work. At the same time, Xiangtan Comprehensive Bonded Zone actively communicated with the Municipal Taxation Bureau, the Municipal Finance Bureau, and Shaoshan Customs. According to requirements, Xiangtan Comprehensive Bonded Zone submitted the pilot implementation plan, the joint supervision and information sharing mechanism of the pilot work, the requirements of pilot enterprises, the pilot tax collection and management institutions and other relevant materials to Hunan Provincial Taxation Bureau before September 30. Subsequently, Xiangtan Comprehensive Bonded Zone made special reports to the relevant departments of three bureaus.
This year, Hunan Huozhijia Supply Chain Management Co., Ltd., an enterprise newly introduced by Xiangtan Comprehensive Bonded Zone, invested in the construction of cross-border e-commerce bonded stocking warehouse, and launched import and export and cross-border e-commerce bonded stocking business. In September, main leaders of the city took the initiative to dock with the lead ministries and commissions. In October, the relevant persons in charge of the Xiangtan Comprehensive Bonded Zone Management Committee, Shaoshan Customs, Huozhijia, and Cross-border New Silk Road went to Taizhou Comprehensive Bonded zone, Ningbo Free Trade Zone and Ningbo Airport Economic Demonstration Zone to study and inspect advanced experience in cross-border e-commerce business development from the perspective of enterprises, to provide strong support for enterprises to carry out cross-border e-commerce bonded stocking business in the future.
Xiangtan Comprehensive Bonded Zone will seize the opportunity and take advantage of the situation to promote the implementation of the 21 new policies and the integrated comprehensive bonded platforms, and build multi-functional integrated trade development demonstration zone and export-oriented economic development concentration zone.
