On the morning of August 23, Xiangtan Economic and Technological Development Zone and Xiangtan Comprehensive Bonded Zone held a centralized contract signing and commencement and completion ceremony for major projects in the third quarter of 2019. Secretary of the Municipal Party Committee and Director of the Standing Committee of the Municipal People's Congress Cao Jiongfang announced the successful completion of the contract signing and the commencement and completion of projects. Zhang Yingchun, deputy secretary of the Municipal Party Committee and mayor, delivered speeches. The municipal officials Zhou Fangliang, Chen Zhonghong, Liao Guisheng, Xiao Shuren, Yang Yingjie and Xiang Min participated in the ceremony. On the same day, the total investment amount of signed contracts and the projects commenced, completed and put into production reached 54 billion Yuan. The investment in 14 projects such as G-super and Global Ole Center contracted on site totaled 33.5 billion Yuan. Eight projects including the Greenland Xiangjiang Intercity Space Station Project of Xiangtan Greenland High-speed Railway New City Real Estate Co., Ltd. commenced construction, with a total investment of 15.4 billion Yuan. 13 projects including Schaeffler (Xiangtan) Investment Co., Ltd.’s Global 4.0 Future Factory Project were completed, with a total investment of 5.1 billion Yuan.
At the ceremony, Wang Wenming, deputy secretary of the Party Working Committee and deputy director of the Management Committee of Xiangtan Comprehensive Bonded Zone, Cai Deqiang, deputy director of the Xiangtan Economic and Technological Development Zone Management Committee, and Wang Hong, Chairman of Hunan Zhongfa Junrong Industrial Co., Ltd. jointly signed the Cooperation Framework Agreement on Zhongfa Junrong Military-civilian Integrated Aviation Industry New City Project.
Zhongfa Junrong plans to make a total investment of about 7.42 billion Yuan to build Jiuhua Aviation Industry New City Project. The total investment of the Project Phase I is about 3.05 billion Yuan. The planned area of Xiangtan Economic and Technological Development Zone project is about 1,716.73 mu, and the layout projects include: general aviation airport and general aviation operation base, flying network, Xiangyu UAV, German rotorcraft training base, aviation education and training base, headquarters R&D base, aviation technology community, etc. The planned area of Xiangtan Comprehensive Bonded Zone is about 250 mu. The planned projects in the Zone include: German rotorcraft production base, and Russian “Ansat”, and other helicopter assembly and delivery bases. The planned construction period of the Project is from 2019 to 2026, and it will be constructed in four phases. After the project is all put into production, it is expected to achieve an annual output value of 8-10 billion Yuan and an annual tax of 500-600 million Yuan. At present, the leasing project for the Project Phase 1 transition stage has been operated in the Xiangtan Comprehensive Bonded Zone, and there are German rotorcraft series models on display.
At the same time, in the ceremonial activities, the second phase of the BBK Yuntong City Joint Distribution Platform Project was announced to commence. The project construction site is located within the customs supervision fence of Xiangtan Comprehensive Bonded Zone. It is bounded by Baoshui First Road in the south and Gaotie North Road in the north. It covers an area of 64 mu. The total planned investment is 68 million Yuan. The area of newly built standard factory is 221.309 million square meters. The project was commenced in August 2019 and it is expected to be completed and put into operation in April 2020. The project can make full use of the functional platform of the Comprehensive Bonded Zone to build a comprehensive and professional bonded logistics processing base that integrates bonded warehousing and bonded processing. It will promote and drive the existing logistics enterprises in Xiangtan City to improve management and service levels, and provide customers with better logistics services.
