On May 21, Xiangtan Comprehensive Bonded Zone (XTCBZ) held the project signing ceremony and high quality development promotion meeting. Shaoshan Customs Authority and XTCBZ signed a memorandum of cooperation at the meeting, seeking for further cooperation and mutual development, which once again launched the starting gun of “striving for advancement” and “becoming more open” of XTCBZ. Shaoshan Customs Authority strengthens supervision, optimizes service, focuses on Xiangtan's policy of “developing the city by industry”, gives priority to develop steel and automobile industry, assists the foreign trade development of pig and its products, betel nut, tea, lotus seed and other featured products, and makes due contributions to the open economy development of Xiangtan. In addition, it implements the Customs’s Measures to Support the Development of Comprehensive Bonded Zone, facilitates the implementation of cross-border e-commerce comprehensive pilot zone policy in XTCBZ, and makes active exploration in logistics, customs clearance, business reform, supervision mode and informatization construction, especially to assist XTCBZ to realize leapfrog development by leveraging the approval, construction and operation of “comprehensive pilot zone”.

Under the leadership of the Municipal Party Committee and Municipal Government, XTCBZ and Economic Development Zone achieve fruitful result in “integrated” development, and form joint working force with customs authority, with increasingly rich commercial activities in industrial park. It actively carries out precision investment promotion and project implementation, further facilitates industrial park reform and innovation, orderly promotes general taxpayer eligibility pilot project, and successively implements Guofa 21 new policies. The approval of Xiangtan Cross-Border E-Commerce Comprehensive Pilot zone will also boost the development of cross-border e-commerce industry in XTCBZ. Yang Yingjie hopes that XTCBZ will find its development orientation, focus on opening up, and create a first-class environment. In addition, it will solve the problems for the development of enterprises in XTCBZ, accelerate the settlement of enterprises, facilitate the sound and rapid development of enterprises, and strive to make XTCBZ a first-class comprehensive bonded zone with the best service, the finest environment, the fastest service and the highest efficiency in Hunan Province.
To realize high-level, open and high-quality development, XTCBZ must set specific objectives, organize thinking, pay close attention to the key points and put them into practice forcefully. XTCBZ should make efforts to cultivate “One Major Industry and Two Auxiliary Industries”, and form an industrial system with toy industry as its main industry, food & medicine and electronic information industries as its auxiliary industries. In addition, it should promote the cluster of featured industries such as cultural artwork and general aviation industry. At present, XTCBZ has launched the modes of “white + black” and “5+2” to facilitate the project construction. XTCBZ will try its utmost to promote the implementation of the pilot program of general VAT taxpayers to facilitate enterprises to march towards domestic market, save operating costs, and increase tax revenue. It will actively implement the pilot program that processing trade enterprises can choose to pay tariffs according to imported materials or finished products for domestic sales, to further reduce business costs. XTCBZ will assist enterprises to make good use of the policy of cross-border e-commerce comprehensive pilot zone and support the development of cross-border e-commerce industry. Moreover, it adopts “Small Management Committee and Large Company” operation mode to start a new undertaking, make progress, and strive to be the pacemaker of high-level, open and high-quality development.
In this meeting, 7 industrial projects and 2 strategic cooperation projects were signed, including 3 processing trade projects, 1 cold chain logistics project and 3 international trade projects.

Provide “Hard Support” to enhance “Soft Services”
XTCBZ and Shaoshan Customs Authority have reached a consensus on the establishment of regular meeting system, cadre follow-up study and other cooperation mechanisms. Shaoshan Customs Authority will further implement the XTCBZ preferential policies, optimize customs supervision and service, and deepen cooperation on investment promotion. Xiangtan Comprehensive Bonded Zone Development Investment Co., Ltd and Xiangtan Tianyi Rural Commercial Bank have become strategic partners which will strengthen the depth of bank-enterprise cooperation in credit and financing services, information consulting services and other aspects, customize new financial products to provide more comprehensive financial support for the development of enterprises, establish mutually beneficial partnership, and enhance the competitive advantages of both parties in their respective fields.
Inject New Impetus into the Development of Industrial Clusters
The projects signed in this meeting mainly cover several industrial fields, most of which belong to the featured industrial chain that XTCBZ strives to build, such as aircraft R&D and manufacturing, assembly and production, sales and maintenance, and financial leasing projects. Those enterprises cooperate with Jiucheng General Aviation Industry Co., Ltd. that has already settled in XTCBZ, to improve the development level of general aviation industry chain. Dongguan artificial human toy scene display project works with established enterprises Sunny & Sandy and Yourui Manufacturing to form the pattern of “strong chain, supplementary chain and extended chain” with the toy industry as its core. Xiangtan Shuangjian auto parts and home appliances production project will further expand Jiuhua automobile and parts industry, and highlight the integrated development cluster effect of Xiangtan Economic Development Zone and XTCBZ. Yuntong logistics refrigeration and thermostatic warehouse operation project (a cold-chain logistics project) will enrich the functional platform of XTCBZ, further enhance each other’s industrial feature, make each other stronger and powerful, and realize differentiated and coordinated development.
Gather New Power to Optimize Foreign Trade Structure
Xianghe Zhenyu rents No.1 standard plant of XTCBZ to carry out jewelry processing and trade projects, Sino-Cambodian agriculture registers a company in XTCBZ to carry out international trade projects of export of China’s chemical fertilizer, seeds and power equipment and import of Cambodia’s high-quality products, and Fengya carries out international trade projects of epidemic prevention materials and other commodities in XTCBZ. The settlement of those enterprises will further optimize the foreign trade structure, stabilize the foundation of foreign trade and foreign capital, enhance the driving force of foreign trade development, and promote the high-quality development and high-level opening up of Xiangtan.

On the same day, Xiangtan Investment Promotion Work Training Meeting was held in XTCBZ, which invited Yang Nanli, consultant of Xiangtan Municipal People’s Government, to deliver “industry and investment promotion” keynote speech. Yang Yingjie, deputy mayor of Xiangtan Municipal People’s Government, deputy director of Municipal Bureau of Commerce, director of the Investment Promotion Affairs Center, heads of relevant departments of investment promotion, leaders in charge of investment promotion in counties, cities, districts and industrial parks, director and deputy director of Commercial Investment Promotion Bureau, investment promotion specialists and all leaders and staff of XTCBZ attended the meeting which was presided over by Peng Wenfa, member of the Party Leading Group of Xiangtan People’s Government Office. In the meeting, Yang Nanli elaborated from the following seven aspects, with classic cases on investment promotion: overview of economic development mode, construction of industry and industrial park, urban industry level and gap, industry informatization and industrial software, integrated industry investment promotion and establishment of business environment, sustainable source of information of merchants and taking advantage of the trend, understanding of trend and optimization. Peng Wenfa made a remark that Yang Nanli’s viewpoints were penetrating and incisive, with strong guiding significance. He hoped all participants can grasp, learn and think seriously about those viewpoints, understand them, and put those good thoughts, experience and methods into practice, so as to improve Xiangtan’s investment promotion ability and level.
